台北市長郝龍斌上周諫馬「廣開言路」，台中市長胡志強也在29日補開第二槍，他直言，和中央溝通真的非常困難，若在行政院會上常常發言，又被認為是在搗蛋，國家缺乏解決地方議題的機制，他認為未來國民黨中常會，可以請縣市首長出席，讓他們表達意見。
馬政府近期因洪仲丘案、大埔事件及兩岸服貿協議等爭議，民怨四起，台北市長郝龍斌上周像中央「開第一槍」，直言國民黨和政府現在面臨很大的危機，他呼籲馬英九決策體系應該廣納執政縣市首長意見，同時強化國民黨中常會功能，否則明年的七合一選舉岌岌可危。
胡志強29日在市政會議後，也被問及相關問題，他直言，地方的聲音需要被中央給聽到，但從過去到現在，似乎很少得到國民黨中央、行政院的支持。
胡志強認為，未來國民黨中常會應強化體制，邀請各縣市長列席，過去國民黨有基層首長會報，可掌握地方動態，但現在幾乎沒有管道溝通，讓地方有更多講話的機會。
胡志強直言，中央和地方現在很多都是公文的往返，很多都說不清楚。他還舉例，去年8月提報災害補助，原本中央答應補助一半，但拖到今年1月卻收到回覆，表示台中市災害準備金充足，中央不補助。
最後他直言，「和中央溝通真的是很困難的事，非常困難！」、「院會提的都是中央的案子，什麼時候讓地方提案過？」
