追查不當管教 監院兵分三路

陸軍542旅下士洪仲丘命案，引發全國關注，監察院表示，除了監委直接受理洪仲丘家屬陳情調查之外，監察院「人權保障委員會」、「國防及情報委員會」也都已經推派監委介入調查。目前針對軍中管教缺失，監察院已經有3個調查案在進行。

監察院指出，軍中管教、內部管理、部隊心理輔導工作和自我傷害防處機制，成為外界關切的焦點。監察院國防及情報委員會在今年3月已經推派監委洪德旋、沈美真和尹祚芊組專案進行調查，以期改善機制。另外，監察院人權保障委員會也在這個月決議，推派監委趙昌平、程仁宏、劉玉山、尹祚芊和沈美真組成5人專案小組，通案調查軍中人權和不當管教等問題。

監察院並且統計指出，從第二屆到第四屆調查有關軍中不當管教的案件總計有40件，其中有1案提案彈劾、有12案提案糾正。
