通膨率落低點 歐銀急降息

歐洲央行（ECB）7日突如其來宣布降息。由於通膨率落至3年9個月以來的低點，引發外界對歐元區經濟復甦恐將停滯的憂慮，ECB因此把基準利率從0.5％調降一碼，至歷史低點的0.25％。決策公布後，歐元兌美元匯價重貶1.26％，歐美股市紛紛走揚。

歐元區10月通膨率滑落到0.7%，不但遠低於ECB的目標值2%，也創下2010年1月以來的最低水平。歐元區經濟在第2季擺脫史上最長衰退後，並無明顯起色，失業率仍處在歐元創立後新高點。今年歐元兌主要對手貨幣已升值約5%，削弱出口競爭力並壓抑物價。

通膨低檔加上脆弱的經濟，各成員國政府（尤其義大利），紛紛呼籲ECB寬鬆貨幣政策以拉低歐元匯價。但多數市場分析師均預期ECB在今年稍後才會降息，沒想到歐銀這麼快就採取行動。
