政院通過6年6百億治水預算　舉債籌財源

【徐珮君／台北報導】8年800億治水預算已經用完，南部縣市首長強烈要求中央繼續編列治水預算，行政院長江宜樺日前表示不排除加稅籌措治水預算。行政院會上午通過《流域綜合治理特別條例》草案，從明年起至2019年，分6年編列6百億元經費，用於治水。經濟部次長杜紫軍說，6百億元是用特別預算編列，財政部、主計處可舉債或出售公股籌措財源。

行政院副院長毛治國9月初成立跨部會專案小組，通盤檢討下一階段治水方案。杜紫軍說，過去8年8百億元只鎖定易淹水地區，未來6年6百億元擴大適用範圍，包括河川及區域排水、農田排水、水產養殖排水、雨水下水道、區域排水治理須辦理的橋梁改建工程等，都由中央編列預算執行。

杜紫軍說，因應豪大雨頻繁，草案也明定都會區開發，必須設置可容納過多雨水的功能，具有「海綿城市」的概念，當雨水過多時可以像海綿吸水作用，加強都會區排水。
