由於內地銀行資本補充壓力沉重, 內銀髮行優先股迫在眉睫。

據內地傳媒報導,中證監主席肖鋼在中國上市公司協會2013年年會上表示，要探索引入定向可轉債、優先股等支付工具。報導引述一位接近監管層的銀行管理層人士指，第一步是優先股改革配套方案最快本月出臺，隨後正式啟動也要等到今年年底，第三步是實際發行時間最快也要到明年上半年。

市場人士甚至預計，優先股方案有望先於IPO方案出爐。分折指, 優先股為保險及養老金等長期投資者, 提供了股權和債權之外、風險可控、回報穩定的投資工具。
