調查局澄清 局長備詢說法無矛盾

調查局下午發新聞稿指出，監聽立法院節費電話，聲請機關和執行機關都是特偵組，調查局只是依法院核准的監聽票提供上線監錄，並將資料燒成光碟交給特偵組聽譯。

調查局指出，局長王福林昨天在立法院備詢中說調查局沒有監聽立法院節費電話，是指沒有執行「聽譯」；接著提到節費電話確實由調查局執行，是指「上線監錄」，前後說法並無矛盾。

調查局解釋，調查局辦理上線監錄作業，是經由局裡的電腦系統連上電信業者交換機房，相關作業人員全程都無法聽到任何監錄內容，完全由電腦控制，每日自動燒錄成光碟片。

實務上，執行機關會每天到調查局領取光碟片，調查局也會製作領取記錄備查。

調查局表示，監聽節費電話有特定技術，只要法院核發的通訊監察書註明是節費電話，就可上線監錄。
