長期塞車空氣差　北京考慮徵收塞車費

【綜合報導】北京空氣質素惡劣，空氣品質符合標準的日子，在過去半年間只有3成，市政府考慮徵收「塞車費」，提高駕車成本以減少車輛廢氣排放，但相關設想引發爭議。
 
不少駕駛者強烈反對徵收塞車費，指政府應先改善道路設施；但環保組織認為措施具體，有明確目標，希望最終落實。
 
北京交通大學交通運輸學院教授賈順平則認為，塞車費實施難度大，要同時處理大量在路面上獲豁免收費的公共交通工具，還要考慮對住在塞車路段附近居民的影響。參考外國經驗可發現，措施短期內可使繁忙路段的車流量下降1至4成，但成效會逐步減弱，因此學者建議擴大限行措施較為直接。
