包庇護航圍標　中油4工程師收賄喝花酒獲交保

中油流量計採購弊案，調查局查出4名中油工程師涉嫌收賄，20日發動第二波搜索。調查局發現這4名工程師長期收受賄款近5百萬，甚至還接受喝花酒，護航特定廠商綁標。檢警對這4名工程師和2名白手套帶回偵訊，檢方在21日凌晨依違反《政府採購法》、《貪污治罪條例》，諭令5萬到20萬元不等金額交保。

台北地檢署調查，殷捷公司涉嫌長期對中油楊姓、藍姓、江姓和郭姓等4名工程師行賄近5百萬，其中楊、江2人各涉嫌收取200多萬、藍收70萬、郭僅收8萬元。檢調查出殷捷公司向其他公司「借牌」圍標中油標案，為取得中油流量計等多項標案。

檢調還查出，殷捷公司將所有行賄內容、過程和金額都詳記下來，包括上酒店、逢年過節送禮、結婚禮金等都有，甚至為了疏通這些採購案，還經常招待中油的涉案人員到酒店玩樂。這些涉案工程師，特定為殷捷公司設計量身規格與合約，透過借牌圍標和綁標方式，至少取得近百件的標案。

檢調日前發動首波搜索和約談，當時殷捷公司的邱姓負責人以50萬交保、呂姓白手套則遭收押。20日檢調發動第二波，帶回4名工程師和2名白手套進行偵訊，其中江姓和楊姓工程師分依20萬交保、藍姓工程師15萬交保、郭姓工程師10萬交保；2名白手套部分，周姓白手套12萬交保、張姓白手套5萬交保候傳。
