針對馬英九總統表示，如果國是會議必須先設前提，「其實不必開了」，民進黨立委段宜康今（16）日認為，民進黨在提出核四停建作為前提的決策過程「太急促」，導致原本就不想召開國是會議的馬英九找到藉口，他認為黨的策略應該調整，改建議在國是會議召開前或完成前不要處理核四公投，「即便國是會議破局，責任也不應該是在民進黨或是蔡英文身上」。
段宜康說，蔡英文已經否認有「前提說」，但是外界已經有刻板印象，認為民進黨先設限，他認為，「黨中央跟蔡英文不需要去提這樣（停建核四）的條件，應該在程序上面做處理，而不是做實質的要求」。
段宜康說，以核四議題來說，民進黨應該要求，「能不能在國是會議召開或是開完之前，立法院的公投提案可以不要表決，不要一邊國是會議，一邊用多數強行表決通過公投提案，這不牽涉實質的問題，是程序誠意，也不會讓馬英九有話柄」。
段宜康說，民進黨在提出「停建核四」作為前提的時候，「太急促做回應，沒有考量清楚，現在變成相罵本」。
段宜康說，民進黨開出的條件要收回不容易，現在就必須要轉圜，「應該是執政者要開國是會議，但是現在變成主客易位，即便國是會議要破局，責任不要在民進黨或蔡英文，民進黨的策略要再思考」。
