墨西哥總統尼耶托，心急的想拿起能源改革法的提案書，結果差點弄掉了，他想要整頓，75年獨大的國營石油老店，迫切的心情，可見一斑。墨西哥總統尼耶托：「加拿大和美國，已經進行能源改革，但我們的國營石油公司，卻因為僵化的憲法規範，失去了動能和競爭力。」
墨西哥國營石油公司Pemex，光是上一季，就虧損了40億美金，國家1/3的稅收，都拿去補貼了，Pemex在2004年極盛時期，每天可生產340萬桶原油，現在只剩下240萬桶，而且舊的鑽油井，也即將油盡燈枯，Pemex又缺錢開發新油井，因此尋求外資，成了唯一的出路。
記者：「如果你們允許外國投資，會縮減探勘石油的時間？」Pemex能源開發高層：「那當然，那當然，要探勘50萬平方公里的海域，絕不是短期就能完成的工作。」
新的能源改革法案，將廢除私人企業不得參與石油開發的憲法禁令，開放私人企業投資Pemex，雙方共同承擔利潤和虧損，墨西哥是全世界，前10大產原油國，但諷刺的是，墨西哥的石油，有一半還得靠進口，原因就是缺乏煉油技術，新法也將解決這個問題。能源部長寇德維爾：「所有的石化和煉油工業，都將開放讓私人企業投資，我們必須靠引進外資，來解決我們進口石油、運輸和短缺的問題。」
墨西哥灣的海底，至少蘊藏了290億桶的石油，外國大型石油公司，BP和艾克森美孚，已經開始觀望，等待新法拍板定案，好搶投資先機。經濟學家：「我非常樂觀的認為，能源法案一定會通過，這是第1次，我們真正有機會看到，墨西哥2大政黨站在同一陣線。」
現年47歲的總統尼耶托，被政治評論家形容成超人，他上台才7個月，就促成跨黨派合作，共同推出經濟改革方案，在教育、電信和媒體電視方面進行改革，另外政府也投入，約3千2百億美金在基礎建設上，大刀闊斧的決心，讓他的民調在短時間內，就衝破了5成，紐約時報專欄經濟學家，費里曼就評論，墨西哥在尼耶托的領導下，可能成為21世紀，最成功的經濟體之一。
