我國籍漁船「廣大興28號」遭菲律賓公務船槍擊，國際輿論似乎開始有所轉向，外交部21日晚間表示，截至中午為止，外國媒體已出現84篇友台報導，其中更有菲國當地媒體，直接對菲國總統艾奎諾（Benigno Aquino）、相關單位的處置方式進行批評。
外交部表示，在國際記者會結束後，截至21日中午前已蒐獲84篇相關報導，包括美國「美聯社」、「道瓊社」、「華盛頓郵報」、「彭博新聞社」、「美國之音」、英國「衛報」、「英國廣播公司」、法國「法新社」、香港「南華早報」等。
此外，更有不少菲國當地媒體，也出現挺台輿論，如菲律賓「每日論壇報」20日社論，就批評總統艾奎諾（Benigno Aquino）花了超過1週的時間才對台灣發布不誠摯（half-hearted）的道歉，且以人民名義，這樣的做法，台灣當局當然無法接受。
報導還指出，台灣方面很快提出鑑定報告，將所有真相公諸於世，反觀菲國在事發11天後，就連海防隊聲稱的錄影帶也沒有公布，這樣的做法引發外界質疑。
菲律賓「馬尼拉公報」20日也指出，菲國總統府發言人宣布艾奎諾總統未對台灣漁民遭槍擊事件道歉，是一大失策，任何基督教國家面對類此流血事件，都會向受害國及受害者家屬道歉。
「馬尼拉時報」19日的報導，則將矛頭指向兩位總統府發言人陳顯達（Edwin Lacierda）及華爾地（Abigail Valte），認為兩人發言未徵詢總統，態度傲慢自大，這些激怒台灣人民的言論他們應該承擔後果。
英國「衛報」網路版則在19日發表友我社論，認為菲律賓在事件中，欠台灣一個正式道歉；未來雙方若能簽署「漁業協議」，台灣將可取得遠大於200海里專屬經濟區的漁業資源，未來會贏得更大的區域影響力。 (接下一頁)
