國科會研發專利個位數？　立委批：浪費公帑

【李英婷／台北報導】台聯立委許忠信今上午舉行記者會，指出國科會科發基金從2010年至2012年投入近5百億預算，但績效成果是每投入1億元，平均只產出7件專利；且技術移轉收入實際回饋率也僅6%、約6百萬元，顯示開發專利內容多不符合產業需求。許痛批，「砸大錢，卻只檢到點餅乾屑，浪費公帑，惡劣又不可取。」

許忠信要求，國科會、經濟部重新檢討補助制度，改善過去依申請人為主的研發，而是評估產業需求後，再依需求尋找合適研發者，並分配相關預算，避免浪費公帑。許說，國科會2014年度就國家型科技計畫共編列46餘億元，若2個月內未提出檢討報告，將凍結預算。

對此，與會的國科會企劃處副處長葉至誠質疑數字準確性，表示將進一步提供官方數據供參，並強調部會間權責分立，國科會僅負責研究計畫、論文為主。經濟部技術處專委詹嘉瑋則表示，倘若有不足之處，會再加強與改進。
