美國會通過2014年國防預算

美國國會於19日晚間通過國防預算提案，確保2014年可支應國防開銷，同時放寬關達那摩基地囚犯移送的時程，並加強打擊軍中性侵事件。

這項折衷提案獲得參議院朝野兩黨普遍支持，以84票對15票表決通過，預計將撥款5,521億美元，用來支應基地、設備、軍隊訓練、後勤物資等開銷，並為部隊士兵加薪1%。

這項「國防授權法案(National Defense Authorization Act)」亦提供807億美元資助「海外偶發行動」，也就是持續了12年之久的阿富汗反恐戰爭。

先前因民主黨與共和黨談不攏整體年度預算協議，使得這項國防預算案遭到擱置，上週兩黨分別派員談判出折衷方案後，終於獲得眾議院多數議員的支持。

歐巴馬業已表達支持這項提案，包括放寬移送關達那摩囚犯至海外的限制，但仍禁止將囚犯送至美國本土。

另外，在女性參議員強烈要求之下，這項法案也納入許多防止性侵的條款，例如懲處對通報性犯罪者加以報復的人員、提供性侵受害者輔導、剝奪軍事將領推翻陪審團判決的權力等。
