日提「特定秘密保護法」 日本筆會強烈抗議

日本內閣今天上午在內閣會議中，通過了將嚴懲洩密公務員的「特定秘密保護法案」，也就是俗稱的「防洩密法案」。不過，由於所謂的「國家機密」，有認定上的困難，因此也引發部分人士強烈批評，像是「日本筆會」就強烈抗議這項法案。

日本政府認為，由目前國際社會間的安全保障環境，日益嚴峻看來，加強保密法規，以強化日本與盟國，特別是美國之間的情報共享，訂定「特定秘密保護法」，是當務之急。

日本媒體報導說，這項法案中，把涉及國防、外交、防止間諜等特定行為，以及防止恐怖攻擊等情報，都定義為「國家機密」。而各行政機構的長官，可以自行定義哪些情報，是所謂的「國家機密」。而洩密的公務員，最高可以被判處十年有期徒刑，而教唆他人洩密者，也將被處以五年以下有期徒刑。

但日本筆會則是強烈抗議這項法案，並且聲稱他們「極為憤慨」。

日本筆會發表聲明說，所謂「特定機密」的範圍，涉及過廣，侵害了民眾「知的權利」。
