歐巴馬幕僚：監聽風暴帶來「重大」難關

美國總統歐巴馬的幕僚24日為了讓美國人安心，表示美國的監聽計畫完全合法，但坦承此舉是美國與盟國關係的「重大」難關。

歐巴馬的國土安全及反恐幕僚摩納可(Lisa Monaco)投書今日美國報(USA Today)表示，「雖然我們像其他國家一樣進行情蒐，我們的情報單位受到的限制和監督，比史上任何國家都來得多」。

她補充說道，過去數月來的爆料，已經「形成重大難關，影響我們和部分友邦的關係」。

這篇文章刊登之前，歐洲領袖才於白天舉行高峰會，針對美國國家安全局監聽數千萬通法國電話，以及監聽德國總理私人電話一事，法德兩國領袖仍然怒氣難消。

摩納可表示，「總統指示我們要全面檢視現有的監控能力，包括對友邦的監控」。

文章刊登前幾小時，英國衛報(The Guardian)報導，根據美國國安局承包公司前雇員史諾登(Edward Snowden)提供的機密文件，美國已監控過35國的領袖。

摩納可說，「過去幾個月來，許多機密資訊接連曝光，完全未經授權，引發外界批評我們的情治活動；雖然我們有一流的情蒐能力，但美國政府並非毫無節制地進行情蒐」。
