江揆施政報告6度碰壁　馬：依憲且原則不變

行政院長江宜樺8日第六度到立法院進行施政報告，又遇到在野黨杯葛的情況，遲遲無法上台。國民黨8日晚間召開中山會報，針對「行政院長江宜樺何時才能上台進行施政報告」一事進行討論，總統馬英九表示，行政院長江宜樺施政報告，是依照憲法規定的義務，立場是依憲報告，原則不變。

根據中央社報導，參加中山會報的與會者轉述，政策會執行長林鴻池說，江宜樺是否延後兩週進行施政報告，黨團大會明天中午開會才能做出決議。

馬總統在會中並未對於是否延後兩週施政報告一事做出任何裁示，僅強調施政報告是依照憲法規定的義務，立場是依憲報告，原則不變。

此外，有與會者認為，最近輿論關切國會效率的議題，而民進黨在立法院杯葛，讓民進黨在這波國會改革當中處於不利的地方，所以行政院長依憲報告，是不能退讓的；民進黨越杯葛，只會越凸顯國會問題，是必須被改革的。

至於施政報告是否延後兩週，林鴻池說，必須思考這是憲政的問題。
