【劉曉霞／台北報導】延宕半年的雙子星開發案，第2順位中華工程昨天跳出來，呼籲北市府盡快與其議約興建，中工總經理蔡維力說，拖下去對市府也有損失，市府財政將虧損36億元。

蔡維力昨天強調，中工已準備資金，只要北市府議約，馬上就可繳交保證金。他以奧運比賽為例，第1名被驗出使用禁藥，也不必重賽，直接由第2名遞補金牌。
