歐盟外長將緊急集會 商討埃及危機

歐洲聯盟預定21日召集各成員國外長舉行緊急會議，討論埃及的情勢發展；預料歐盟將會堅定地譴責埃及境內所發生的暴力，但可能不會對埃及作出制裁。

埃及臨時政府暴力鎮壓遭罷黜總統穆希(Mohammed Morsi)支持者的抗爭活動，過去1週已經造成將近900人死亡，正處於夏季休假期的歐盟各國外長中斷休假，預定於格林威治時間上午11點(台灣時間晚間7點)緊急集會。

屆時，歐盟外長們將檢視歐盟外交政策最高代表艾希頓(Catherine Ashton)所擬訂的眾多選項，包括扣住部份歐盟對埃及的援助，或中止與埃及的武器協議、軍事及安全合作。

部份歐盟成員國，特別是德國與義大利，已經中止對埃及出口武器；丹麥則是中止資助埃及政府或公共機構的發展計畫。

荷蘭外長堤孟思(Frans Timmermans)敦促歐盟堅守援助民主的原則，在歐盟的層級上進一步中止對埃及的援助，並且訂定未來可能恢復援助的準則。

他也表示，與埃及當局以及埃及反對派的連繫管道必須保持開放，歐盟方能發揮有效影響力並且擁有足夠的槓桿。

另外，艾希頓20日向記者表示，她曾經告訴埃及臨時政府，她準備再訪開羅，協助促成化解埃及危機的政治方案；如果埃及當局希望她再訪開羅，她很樂意去。
