租用基地建築房屋，出租人出賣基地時，承租人有依同樣條件優先承買之權。
承租人出賣房屋時，基地所有人有依同樣條件優先承買之權。

甲向乙承租 A基地，作為興建超級市場營業之用。

承租人指付租金的甲，出租人指乙，那基地所有人也是甲囉?那民法第 426-2 條的意義是甚麼?可否用白話的生活例子解釋，謝謝
