| 電子公文系統遭駭 資安：複雜精密過去罕見

政府電子公文系統，傳出遭駭客入侵，行政院資安辦公室發布新聞稿說，此案是5月初，主動偵測到公文電子交換網路在機關外端有異常行為，追查發現，是新型態惡意攻擊植入惡意程式，複雜與精密度過去罕見，應是駭客長期埋伏且有組織、有系統之行為，與近日菲律賓糾紛應無關聯。
資安辦公室說，已召開多次專案會議，最後決定重建受駭之公文交換系統，以避免殘留惡意程式。目前已完成重建，預計可於5月底前，完成外端掃毒及更新。
另外，由國家資通安全技術服務中心，同步模擬重建遭受攻擊之原始情境，期能鑑定管理或技術漏洞，加以補強，避免再度出現類似事件。

美國「華盛頓時報」今天報導，台灣漁民被菲律賓公務船開槍射殺，菲律賓說是自衛，可是台灣漁船船身有59個彈孔。（劉芳報導）
華盛頓時報在A9版報導說，台灣漁船「廣大興28號」在5月9日遭到菲律賓公務船掃射，65歲的船員洪石成不幸喪生，馬英九總統形容這次事件是「冷血謀殺」。
華盛頓時報的標題是「漁民遇害，引爆台菲爭端」（Taiwan -Philippines Dispute Erupts Afterfisherman's Killing），報導說，菲律賓海防隊說菲方行動是出於自衛，但台灣方面的調查卻發現「廣大興28號」漁船有59個彈孔。
關於我國海軍在南部海域軍演，台北駐美代表處新聞組長王億告訴華盛頓時報，台灣的目的是要展現政府護漁決心，不是挑釁。王億表示，台灣不接受菲律賓道歉，是因為菲律賓道歉缺乏誠意，把這起不幸事件定義為「非蓄意殺人」。
報導指出，台灣關注的不只是道歉，還希望菲律賓進行公平、透明的調查，並且與台灣進行聯合調查。此外，台灣也希望與菲律賓展開漁業協議談判。
