（軍聞社記者陳建興高雄、臺南十九日電）國防部長嚴明今天視導南部駐軍，代表總統馬英九先生慰勉官兵辛勞，肯定國軍堅守崗位，捍衛國土的奉獻，期勉全軍官兵持續勤訓精練，善盡保國衛民的重責大任。

　嚴部長上午由國防部各聯參主管陪同，先後前往國防部高等軍事法院高雄分院檢察署、海軍教準部新訓中心、艦隊指揮部、陸戰隊指揮部、第四作戰區指揮部及臺南監獄等單位視導，聽取工作簡報，瞭解各單位組織、教育訓練、戰備整備、後勤保養及政戰工作等具體作為，並勉勵官兵發揮「精誠團結」精神，為國家安全貢獻最大的心力。

　部長指出，國軍以保衛國家安全為使命，軍人則是以效忠國家、愛護人民為天職，平時除要戮力戰訓、戰時更要挺身而出，確保國家安全與人民福祉。

　部長強調，「武德信仰」乃軍人精神之所在，無論時代環境如何變遷，軍人保家衛國的神聖使命始終不變，全體官兵應砥礪「智、信、仁、勇、嚴」的軍人武德，弘揚「犧牲、團結、負責」的黃埔精神，以無比的信心和勇氣，戮力建軍備戰任務，不負國家和國人的付託與期許。

　此外，部長也以「嚴管善教」原則，要求各級部隊端正單位風氣，隊職幹部落實依法行政與內部管理，透過宣導方式，樹立明確的賞罰制度與軍紀規範，以嚴肅軍紀和風氣，防杜危安事件。

　部長更要求每位官兵應建立「重氣節、知廉恥、明是非、辨生死」的核心價值，養成「知法、崇法、守法」觀念，時時自我惕厲，共同維護軍人尊嚴與榮譽，爭取國人對國軍的信賴和支持。

　部長最後期許國軍各級幹部要深切體認個人職責所在，尤其在品德操守上須秉持「儉以養廉」態度、在行事觀念上須落實「崇法務實」觀念，而在執行工作上則要貫徹「依法行政」規範，同時負起教育官兵責任，凡事以身做則，在生活教育、內部管理或操課訓練上，按「程序、步驟、要領」逐級督導、分層負責，使官兵瞭解團隊紀律和個人榮譽，塑造國軍成為紀律與制度健全的組織，達到部隊安全、官兵安心、眷屬放心，國人有信心的目標。
