盼帶動經濟 中央總預算公共建設增10%

行政院院會今天(22日)通過103年度中央政府總預算案，雖然歲入財源受到限制，歲出還是成長1.7%，公共建設經費編列新台幣1,925億元，比去年度增加10%。行政院長江宜樺表示，希望透過公共建設經費的成長帶動經濟。

103年度中央政府總預算歲入編列新台幣1兆7,308億元，比102年度減少0.1%，是4年來首度負成長；歲出編列1兆9,407億元，比102年度增加331億元，約成長1.7%。歲入歲出相抵，短差2,099億元，連同債務還本640億元，尚須融資調度財源2,739億元，將全數以發行公債及賒借收入彌平。

行政院長江宜樺表示，雖然歲入財源受限，但是公共建設經費仍較去年成長，期盼藉此帶動經濟成長。行政院發言人鄭麗文轉述說：『(原音)院長表示，103年度的中央政府總預算案雖然受到歲入財源限制，但是為了因應近期國內經濟成長的趨緩，歲出仍適度正成長1.7%。其中，公共建設經費較上年度成長10%，以維持基礎建設能量，帶動經濟成長。』

財政部長張盛和表示，到明年底，未償債務餘額占GDP的38.7%，總預算舉債數占歲出的14.1%，仍在舉債上限15%內。

103年度中央政府總預算歲出仍以社福支出最多，編列4,242億元；第二名為教育科學文化支出，編列3,703億元；第三名是國防支出，有3,059億元；第四名為經濟發展支出，編列2,832億元。

江宜樺表示，中央政府總預算案連同103年施政計畫將於8月底一併送立法院審議，各部會應深入瞭解各機關的計畫和預算，並掌握預算案審議情形。
