屏東縣私立永達技術學院欠薪事件，引爆大專退場爭議。教育部研擬多項指標，輔導經營不善的私校轉型、退場。

教育部委託的財團法人中華民國管理科學會3日到永達技院進行內控稽核，十多名永達教師上午在校內拉布條抗議學校欠薪，並高喊「教職員欠薪，工作權不保」，挑起私校倒閉的敏感神經。

根據教育部研擬中的「輔導私立大專校院改善及停辦實施原則」，教育部訂出多項指標，包括招生狀況、評鑑、教職員工薪資發放狀況、財務經營等，找出體質較差的私校。

教育部技職司指出，「輔導私立大專校院改善及停辦實施原則」是預警機制，目的是維護師生權益，並促進教育資源有效利用。

由於少子化趨勢難以逆轉，教育部除了持續控管大專招生總量，維持「零成長」外，也積極從兩個角度擴大學生來源，包括招收境外學生，尤其鎖定東南亞鄰近國家，以及增加「內需」，發展回流教育、終身學習等。

至於永達技院欠薪問題，教育部發出的新聞稿指出，已組專案小組協助，如果學校經營無法改善，將協助學生轉介安置、教職員工離退、校產處分等。

教育部長蔣偉寧日前在立法院備詢時指出，目前預計有6所公立大學將推動「整併」，6所私校將輔導「轉型」或「退場」。

蔣偉寧未點名學校，但指出條件是公立學校一縣市內有2所以上公立大學、單一學校學生總人數低於1萬人；私校則是學生人數不及1000人。

最近，香港很多人跑去旺角一家餐廳看瀕臨絕種的海龜「玳瑁」。

一名港人前一陣子在馬灣釣到一隻「玳瑁」，賣給了這家餐廳。不少好奇的民眾紛紛跑去看看這隻稀有動物。香港漁護署也派員到場了解「玳瑁」的健康情況。

現在全世界的「玳瑁」不到一萬隻。到場觀看的人都覺得「玳瑁」很特別也很美麗。不少人更反對把「玳瑁」吃掉。

餐廳負責人說，日前有客人帶了這隻「玳瑁」去店裡，要求代為烹飪。但是，他認為「玳瑁」有靈性，他勸客人不要吃，讓他放生。客人不願意，他才出錢買下，養在店裡。
