台電：主動發現 申誡懲處

行政院原能會將核三廠2號機因安全系統備用電源161kV（千伏特）外電系統故障，列為一級核能事件，台電高層說，這起事件，核三廠長林則棟等以下6、7名人員，均予以申誡等處分。
昨晚台電總工程師兼核能發言人蔡富豐說，這起核能事件，確實是人為操作不當所致，當初是台電主動發現，主動呈報予原能會；目前核三廠2號機操作程序均已改善，核三廠1號機也採用同樣操作程序完成，並無任何問題。

美將助敘利亞反抗軍對付化學武器

美國之音(Voice of America)在台灣時間今日清晨刊登1則報導，指出美國總統歐巴馬簽署了1份命令，要求美國政府提供敘利亞反抗軍的某些團體非殺傷性化學武器協助。
白宮指出，這道命令將允許美國政府訓練敘利亞反抗勢力中特定經過挑選的成員。美國也將提供國際救援組織防禦性裝備和訓練。
聯合國觀察員昨日發表報告，指出有「明確而令人信服」的證據顯示有人在8月21日動用沙林毒氣在大馬士革近郊殺死1千4百餘人。報告出爐幾個小時之後，歐巴馬就下了這道命令。
儘管聯合國觀察員沒有指明動用沙林毒氣者是何人，歐巴馬和西方其他許多國家的領袖都引述許多見證人的證詞，指責效忠敘利亞總統阿薩德(Bashar al-Assad)的部隊是罪魁禍首；對此，敘國政府否認到底。
聯合國觀察員的報告引述倖存者的證詞，指他們遭遇到砲彈攻擊，然後就開始視線模糊、噁心反胃、嘔吐，最後失去意識。
白宮發言人指出，在敘利亞只有政府軍擁有地對地飛彈。
昨(16)日稍早，美國、法國和英國彼此同意，聯合國有需要作出1道強而有力的決議案，設定明確的期限，要求敘利亞政府交出化學武器。
美國國務卿凱瑞(John Kerry)昨日在巴黎與英國外長海格(William Hague)和法國外長法畢斯(Laurent Fabius)晤談後聲稱，敘利亞政府必須完全聽從聯合國決議案。
