| 總額成長縮水 民眾用藥恐自費

全民健保會展開明年度健保財務大餅分配，醫界擔憂，若健保財務成長停滯不前，恐加速台灣醫師出走。
中華民國醫師公會全國聯合會秘書長蔡明忠，以日前消基會抨擊醫界「左手向健保要錢，右手放任急診關床」為例，說明民間「仇醫」風氣，只會打擊醫護人員士氣，「不能又要馬兒好，又要馬兒不吃草。」「環境不好，醫師當然會出走。」萬一健保財務大餅限縮，民眾如果想要使用先進醫材與藥品，未來恐怕都得自費。
其實近三年健保財務是年年成長，尤其在醫院部門，去年更是挹注一百九十八億元。
「醫院不能每次都以醫師出走來威脅消費者。」消費者名譽董事長謝天仁表示，每年健保給醫院那麼多錢，「我們沒看到任何改變，只看到醫院不斷關閉病床。」
謝天仁表示，健保分給醫院那麼多錢，但每年還是有醫護人員選擇出走，「會出走不是因為財務大餅，而是醫院壓榨醫護人員。」
和信醫院院長黃達夫認為，台灣健保面臨的瓶頸，在於支付制度不合理，多沿襲過去公勞保制度，致常引發爭執。
台灣民眾一年看病次數平均十五次，「這可能是世界第一！」黃達夫說，最近他就聽到一名扁桃腺炎病人，原只要在門診拿抗生素藥治療，竟卻住院一周。健保支付項目包山包海，也使民眾有不看白不看想法。健保應先把支付面弄好，要民眾再多繳錢才有可能。
前衛生署長楊志良也認為，他任內曾提出民眾要思考無效醫療的目的，結果遭致批評聲浪。
楊志良說，每當提議調高健保費率，政客為了選票就反對，但仔細一算，假設費率調高一個百分點，有錢人一個月多繳五百多元，窮人多繳五十多元，但錢是用在大家身上，窮人並沒吃虧。
