| 預算陷僵局 美政府關門！金管會：關注後續對台股影響

美國參眾兩院沒有達成協商，美國白宮轄下預算局已對政府機關發布命令，開始執行「有序」關閉行動，宣告政府業務將部分停擺，金管會1日表示，將關注後續對台股的影響，但相信美國政府很快就會將問題解決。
美國總統歐巴馬力推健保改革，遭共和黨主導的眾院阻撓，在美國兩大主要政黨無法取得妥協下，政府部門因預算無法到位而被迫關門，美股提前反應重挫，亞股1日多呈現震盪走勢。
台股盤中在傳出白宮下令聯邦政府在午夜關閉，引起市場恐慌，大盤指數滑落，所幸逢低承接買盤進場，終場台股小漲13點，以8187點作收，但成交量則縮至新台幣600多億元。
對於美國政府部分關門，金管會表示，過去也有案例過，會關注後續對台股的影響，但美國政府不可能讓一個政府空盪在那邊，相信很快就會將問題解決。
此外，為擴大外資參與台灣的證券市場，金管會也宣布，修正華僑及外國人投資證券管理辦法，將開放證券商得擔任境外外資的保管機構，提供不同規模外資的多元選擇，屆時也可促進證券市場的活絡及增加證券商實質收益，近日將陳報行政院發布施行。

| 香港新股御藥堂看好台灣保健市場

即將於11日在香港創業板掛牌的香港保健及美容產品經銷商「御藥堂」表示，正在拓展台灣市場，對人口是香港三倍的台灣市場感到樂觀。
阿思達克財經網報導，御藥堂主席兼行政總裁陳恩德在新股發布記者會上透露，集團已於台灣設立子公司，對台灣市場發展感到樂觀。
他指，台灣人口是香港的三倍，保健市場的年銷售額達新台幣680億元，加上營運模式類似過去的香港市場，希望將香港營運模式帶入台灣市場。
御藥堂預計至2015財年，集團台灣業務的資運資金需求將不少於港幣1,000萬元，預算資本開支約為港幣100萬元。
不過，他表示，目前尚未訂出在台灣的目標市占率，認為仍需時間觀察；此外，集團要在成功發展台灣市場後，才會考慮進軍其他海外市場。
