昨天資格標截標的台肥（1722）南港C3土地地上權70年開發案，最終無人投標而流標，一般認為，由於總投資額逾400~500億元，原本有興趣的投資人在風險無法分散的考量下，最終都縮手。台肥表示，將再深入了解廠商未投標的原因，再調整後續招標方式。

該案位於南港經貿園區五鐵共構及南港展覽館旁，明年有中信金控總部將進駐、C2觀光飯店陸續動工，未來潛力看好，而C3案基地面積1.26萬坪，未來總開發樓地板面積達近12萬坪，是近年台北市內少見的超大型地上權開發案，預估標脫權利金上看300億元、投資金額甚至高達400~500億元。

雖然地上權個案具有土地成本較低廉的優勢，在近年台北地高漲下，吸引投資人積極介入，今年以來多宗位於市區、規模大型的地上權案標售如信義計劃區A25、台北學苑等案，就倍受市場矚目。

但原先外界即認為，C3案投資金額極為龐大，權利金和投資金額更為上述2案的2倍以上，設定地上權而非永久取得資產的開發模式、加上回收期長，市場上同時能具有「實力」與「意願」的廠商本就不多，一般認為，仍以幾大壽險業者出手的可能性最高，最終仍無人出手而致流標，今天台肥早盤股價即走弱，收73.5元，下跌 0.8元。
