民進黨將在25日下午召開「全國黨員代表大會」，據了解，562位黨代表僅435位具有黨權，高達127位黨代表沒繳黨費，或沒繳黨公職分擔金，因此近4分之1的黨代表被停權，只能列席，不能投票，也不能發言。
民進黨全代會的大會宣言「綠色新政，台灣向上」草稿，已於22日中常會通過。在大會宣言之後，將處理中央黨部的提案，以及各黨代表提案，其中包括「前總統陳水扁恢復黨籍案」、「公職提名辦法」、「臺海人權決議文」，以及「中國事務委員會舉辦中國政策辯論」等案。
民進黨中執會日前決定把公職提名辦法，送交全代會討論，當時「全民調」、「恢復黨員投票」兩案併呈。據了解，127位被停權的黨代表，多數支持恢復黨員投票，因此具有表決權的黨代表，多數希望維持現行的全民調。
另外，據透露，黨代表陳唐山提出的「前總統陳水扁恢復黨籍案」，有近200人參與連署，該連署案送件後，中央黨部赫然發現，連署的黨代表竟有多人沒繳交黨費或分擔金，根本不具連署資格。
