防杜警察記功浮濫　銓敘部：嚴審後降7成3

【王家俊／台北報導】針對警察一次記兩大功浮濫問題，銓敘部上午向考試院會報告，指和警政署達成共識，將修正公務人員考績法施行細則，採從嚴銓敘審定，要求主管機關提報須載明事由，檢附名冊、具體事蹟等，否則將不予審定通過，而警政署今年1到10月一次記兩大功人數只有81人，與過去三年平均300人次，降幅達7成3。

至於過去「獎從上起、懲由下先」的失衡狀況，銓敘部認為已有改善，今年度警察一次記兩大功81人中，相當12職等以上的警監官為0人，中階的警正官74人居多，低階的警佐官7人，絕大多數為第一線外勤人員，落實獎當其功審核。另有試委認為，警察受懲戒處分人數佔全體公務員近8成，修法時應針對特殊性多做考量。
