伊朗及伊拉克3日通知油國組織 (OPEC)，表示兩國皆有意大量增產石油，要求其他會員國必須讓出產量給兩國。兩伊表示，產量目標為每天4百萬桶，比目前兩國的產量各高出1百萬桶。兩國均未預期會在短期內達成增產目標，但兩國均要求OPEC在明年議定各國的產量配時，要給了兩伊特別待遇。
