蘇瑞仁投美媒籲和平解釣島爭議

（中央社台北8日電）駐紐約台北經濟文化辦事處副處長蘇瑞仁當地時間7日投書「華爾街日報」表示，「合作」是解決東海島嶼爭議的關鍵，並呼籲以和平方式解決爭端，共同開發資源。

華爾街日報11月1日社論提議美國政府應明確地支持日本擁有釣魚台主權。

對此，蘇瑞仁在投書中重申中華民國政府對釣魚台列嶼的主權，並呼籲衝突各方擱置爭議、和平解決爭端。

他指出，目前需要的是管理釣魚台多邊關係的行為準則，以保護該區域免於溝通不良及誤判的可能。

蘇瑞仁投書表示，美國已於1970年間有效地解決爭議是錯誤的說法。美國政府將釣魚台的行政管轄權交予日本，但同時也表示，「該些島嶼主權宣示的爭端，由相關各方自行解決。」美國已在不同場合重申對釣魚台主權的中立。

有鑒於主權歧異甚深，中華民國呼籲各方擱置爭議，並共同管理及開發該島嶼的天然資源。台灣雖宣示釣魚台主權，但同時也樹立如何公平、負責與其他國家合作的良好典範。台日於2013年4月所簽署的漁業協定可作為未來協商的模式。1021108
