苗教養院凌虐院生 監院介入調查

苗栗縣(親民啟能教養院)院長涉嫌毆打凌虐院生，引發社會關注；另一方面，這所教養院多次被評鑑為丙等，卻仍然獲政府補助，監察委員沈美真、黃武次今天申請自動調查，將深入瞭解主管機關有無善盡監督、評鑑及輔導改善的職責。

監委指出，親民啟能教養院涉嫌長期凌虐院生，從2008年起兩度被評鑑為丙等，依身心障礙者權益保障法規定，經評鑑為丙等或丁等的社福機構應該限期改善，否則就要新臺幣5萬元以上、25萬元以下罰鍰，並按次處罰，該院不但從未遭罰，仍然獲得縣府補助700多萬元。

監委強調，安置機構凌虐院生的事件時有所聞，被安置的院生均屬弱勢，求救不易，極需公權力介入保護，究竟相關人員有無違法失職？有必要深入調查。
