充電器L/N極性問題

想請教一般插座會有L/N之規定,搜尋了一下,充電器本身亦有L/N端之分別,
(L需接FUSE)
但電源充電器不管哪一方向插入皆會通電,
可是不是只有L有帶電,但為何反插時,也可以通電?
(充電器之N端與插座L端對接時)
有人說是交流電沒有極性,靠電位插與波形所產生之電流
但不是很明白(不是電子相關科系)
可以麻煩使用較簡單之說明嗎?謝謝
