北北基在昨晚宣布今(21)日停班停課，今日北市一早還露出陽光，不少人趁機外出，而潭美颱風暴風圈逐漸籠罩台灣，各地也出現間歇性雨勢，不少人都在問，明天是否會延續颱風假？
其實，根據今年1月22日修正的「天然災害停止上班及上課作業辦法」第四條規定，風災已達下列基準者，可以發布停止上班及上課：一、依據氣象預報，颱風暴風半徑於四小時內可能經過之地區，其平均風力可達七級以上或陣風可達十級以上時。 二、依據氣象預報或實際觀測，降雨量達附表之各通報權責機關停止上班上課雨量參考基準，且有致災之虞時。三、風力或降雨量未達前二款停止上班及上課基準之地區，因受地形、雨量影響，致交通、水電供應中斷或供應困難，影響通行、上班上課安全或有致災之虞時。
除了風力外，雨量也是重要參考基準，根據「各通報權責機關停止辦公上課雨量參考基準一覽表」所列，像是北北基的標準都是不分山區或平地未來24小時累積雨量預測只要達到350毫米，即可宣布停止上班上課。
至於通報權責機關發布停止上班及上課程序，根據「天然災害停止上班及上課作業辦法」第十條規定，全日或上午半日停止上班及上課時：應於前一日晚間7時至10時前發布，並通知傳播媒體於晚間11時前播報之。但前一日未發布當日停止上班及上課，於當日零時後，風雨增強，經參酌氣象局提供各地區最新風力 級數、陣風級數及雨量預測列表等氣象資料，已達基準時，通報權責機關應於當日上午4時30分前發布，並通知傳播媒體，於上午5時前播報。
下午半日或晚間停止上班及上課時：應於當日上午10時30分前發布，並通知傳播媒體，於上午11時前播報。另外，各通報權責機關也可視實際情形，隨時發布。若碰上依據氣象局氣象預報，是否已達基準難以決定時，如基於學生安全或其他特殊狀況考量，各通報權責機關首長也可先行決定停止上課。地理位置相鄰直轄市、縣（市）於決定停止上班及上課前，應就預計發布結果及發布時機進行協調聯繫。
