立法院今（30）日舉行服務貿易協議公聽會，但截至上午10點為止，仍無法順利召開。

立法院今（31）日舉行服務貿易協議公聽會，但民進黨多位立委不滿一些部會未繳交衝擊影響評估報告，同時也不讓人民進入會場參加，輪番上發言阻止議事進行，截至上午10點20分為止，公聽會仍無法順利召開。
按照原先規劃，上下午公聽會分別邀請多位專家、學者、相關人士表達意見，主管機關首長陸委會主委王郁琦、經濟部長張家祝、經管會主委管中閔、海基會董事長林中森也列席，一一就相關問題、意見做回應。
但民進黨立委邱志偉不滿，強調只有經濟部、陸委會、勞委會、經建會、衛服部繳交評估報告，其他部會卻沒有比照辦理，完全是藐視國會，直言，「開這個公聽會，有什麼意義？」
立委林淑芬批評，既然是公聽會就應該對外開放，外頭有許多民眾希望換證進來參加，卻被警方阻擋在外，「人民要被宰割，叫也不讓人家叫，這何等殘酷阿！」
國民黨大黨鞭林鴻池則持相反意見，他強調公聽會按照立法議事規則辦理，況且院會公聽會並非一般民眾可參與，而是由政黨推薦代表發言，若要修改立法院內規，未來可以討論，但現在應就主要問題進行討論。
由於朝野無法達成共識，甚至輪流上發言台鬥嘴鼓，導致公聽會遲遲無法進行，最後召委江啟臣宣布休息，朝野進行協商。
