【徐珮君／台北報導】立法院朝野協商兩岸服貿協議將逐條審查、表決，海基會副董事長高孔廉下午表示，針對協議的個別條文表決，幾乎等於否定協議，後續我國如要再和其他國家談判就很難，其他國家也會質疑和我們所簽的經貿協議是否也要經過立院逐條審議、表決，希望大家能凝聚共識。

高孔廉也舉例，中國目前還未開放台灣美髮業，但台灣的美髮業「曼都」已在中國投資9年，有60家直營店，卻只能借當地人頭經營，風險很高，開放後可直接經營。高強調，服貿協議不是零合競賽，沒有犧牲任何一方，才可以把市場的餅做大。
