朝野立委決定以市佔率作為計算媒體壟斷標準，而非NCC原先堅持的收視、收聽、閱讀率。NCC主委石世豪表示，目前朝野討論採取的市佔率定義，核心精神其實與行政院版相同，只是希望不要因整併各版本而產生疏漏，造成未來執法時的困擾。他也強調，政院版考量面向較周延、條款較明確，執行機制也較完整。
交通委員會已連續兩天併案審查行政院版「媒體壟斷防制與多元維護法」、民進黨團版「反媒體壟斷法」、國民黨立委楊麗環所提「跨媒體壟斷防制法」，針對如何判斷媒體壟斷與否的標準，朝野決定將NCC原先堅持的收視、收聽、閱讀率，改為以市佔率作為判斷標準。
石世豪強調，行政院版考量的面向較為周延，條款也較為明確，後端執行機制也較完整，因此NCC在法案審查過程仍希望以嚴謹、完整，不造成執法困擾為目標。
石世豪表示，目前初審討論出的市佔率是指「收視收聽佔有率」，也就是對單一媒體收視收聽閱讀單一媒體的人數，佔該類媒體收視收聽總人數的比例，不是一般所稱的「market share」，而是「audience share」，雖然可稱市佔率，但其實是「收視收聽閱讀佔有率」。
不過，石世豪說，這跟原來院版的的精神是一樣的，因為大家關心的都是輿論市場上的競爭，他只是希望不要因為整併版本立法而產生鬆脫疏漏，造成主管機關在執法過程中的困擾。
