中央銀行30日宣布，為便利外資投資國內有價證券，鼓勵外資向國內金融機構借新台幣投資股市，經與台灣集中保管結算所商議，將簡化外資以股票為擔保品的質權設定作業方式，預計今年7月31日與各銀行連線正式作業，屆時可大幅簡化設質作業手續。
央行表示，經台灣集中保管結算所與各外資保管銀行多次協商，已決議改進「集中保管有價證券設質交付帳簿劃撥作業」系統，預計今年7月31日與各銀行連線正式作業，屆時可大幅簡化設質作業手續。
央行強調，這項作業屬於金融基礎設施的一環，完成後有利於簡化外資向金融機構借新台幣手續及減少外資匯率風險，並可擴大國內銀行新台幣授信業務。
