智財局規劃將封鎖侵權網站，未來只要權利人舉證申訴，設置在境外的侵權網站就可能遭到封鎖，包括RIT在內的相關權利業者對此都表示全力支持。不過，親民黨立委李桐豪則表示，若僅由我國片面封鎖規範，未來可能造成「翻牆」盛行，不是真正的治本之道。
智財局副局長李鎂上午在親民黨立院黨團指出，未來權利人須以主動舉證方式申訴，再由智慧財產局會邀請公部門、專家學者、ISP業者、權利人代表等開會討論，判斷是否符合封鎖標準，但相關個案也會交由司法機關進行審理。
財團法人台灣唱片出版事業基金會(RIT)執行長李瑞斌對此表示，台灣的創作人、音樂、電影界都將支持智財局的修法方向。
親民黨團總召李桐豪說，他擔心就算封鎖了網站，未來在大陸流行的「翻牆」軟體可能盛行，屆時將擋都擋不住。
李桐豪認為，保護著作權權利人，應與世界各國的司法與智財部門溝通，以協議或簽約方式進行規範。
他說，若只是由我國片面封鎖網站，除引起爭議外，也可能遭到翻牆規避，所以他要提醒智財局謹慎以對。
