新北市政府消防局義消特種搜救隊26日成軍，由倪正河先生擔任大隊長一職，副市長侯友宜親自授旗，義勇特搜隊在成軍典禮中並進行繩索下降、水兵橫渡等救難戰技演練，展現搜救技術訓練成果。議會議長陳幸進更捐贈一輛災情勘查車，供勘查災情，運送人員裝備器材使用。
消防署長葉吉堂致詞指出，新北市是第一個成立義勇特搜隊的縣市，肯定義消特搜大隊發揮全方位的技能投入救災。副市長侯友宜則希望藉由消防、國軍與義勇特搜，形成黃金三角連線，緊密合作伙伴關係，甚至在全國大型災難時，有效發揮統合民間救災戰力。
新北市義勇特搜隊共152人，是將原7個消防大隊所成立的7支義勇特搜分隊，整合成立一個大隊，由倪正河先生擔任大隊長一職，成立後除搶救火災，也將投入協助水域救生、山難搜救、建物倒塌、車禍救助等複合性災害搶救。
