台菲漁事爭議 僑領促美出面

（中央社記者吳協昌洛杉磯2013年5月24日專電）南加州僑領今天呼籲僑胞，一人一信寄給美國參、眾議員，要求美國出面主持公道，要菲律賓為濫殺台灣漁民道歉、賠償。

美西華人學會、加州台灣同鄉聯誼會等今天共同主辦「南加州僑學界聯合抗議菲律賓政府及南海議題研討會」，會中多名僑領強調支持中華民國政府，要求菲律賓政府道歉、賠償、懲凶，並展開漁業談判。

僑務委員張自豪表示，菲律賓是美國的盟國，美國有義務主持公道，呼籲務必在國際文宣上以正視聽，盼僑胞踴躍寫信給美國國會議員，表達海內外同胞一致支持中華民國政府的立場。

張自豪也強調，中華民國政府要求菲律賓政府必須道歉、賠償受害者、調查並嚴懲凶手以及展開漁業談判，也獲得所有僑胞的支持。

出席研討會的僑胞異口同聲譴責菲律賓，僑界更前往菲律賓駐洛杉磯領事館前抗議。

駐洛杉磯台北經濟文化辦事處副處長周慶龍今天在研討會指出，據聯合國海洋法公約以及相關國際法，在經濟海域執行公務時，僅能登船、檢查、逮捕，斷無可能使用重武器掃射沒武裝的漁船，中華民國政府向菲律賓表達強烈的譴責與抗議。

菲律賓公務船9日在台菲重疊海域，槍擊屏東漁船「廣大興28號」，漁民洪石成不幸中彈身亡，台菲關係陷入緊張。
