輕判惹爭議 警開賭場再起訴

基隆巿警二分局警員賴詠隆涉嫌經營麻將賭場，去年底被巿警局查獲移送法辦，因他坦承犯案，基隆地檢署今年4月給予緩起訴處分，經送高檢署再議發回續查，基隆地檢署昨天依賭博罪嫌起訴他及許姓合夥人。

檢方調查，賴詠隆（41歲）去年12月29日起夥同許姓婦人（36歲）承租龍安街一處公寓的2樓開設賭場，由賴詠隆邀集賭客打麻將，4人1桌、500元1底，每打4圈由許姓婦人收取抽頭金800元，許婦再與賴協議分配。

巿警局督察室靖紀小組去年11月2日晚上11點半會同刑警大隊前往查緝，當場查獲1桌4名男女賭客，及散坐在客廳的賴詠隆、許婦等人，查扣賭資1萬7千多元、抽頭金1萬9千多元等。賴原矢口否認，辯稱到場找朋友泡茶，但後來認罪。

檢察官原認為賴詠隆並無前科，犯後已深表悔悟，要他寫悔過書並繳交7萬元，給予緩起訴處分，期間1年，許婦也獲緩起訴。但經本報獨家報導後，引起民眾議論，基隆地檢署送再議後，台灣高檢署認有續查必要，發回基檢。

檢察官最近偵查終結，以賴詠隆身為警務人員卻經營賭場，有失職責，依刑法268條，意圖營利供給賭博場所或聚眾賭博罪嫌起訴。

巿警局督察室指出，賴詠隆犯後由二分局偵查佐調警備隊，並已記過處分，他半年來勤務均正常。巿警局收到起訴書後，會依「端正警察風紀實施規定」加強輔導，等刑事判決確定後，再視結果移送公懲會處理。
