政院提覆議 行憲以來第13次

針對會計法修正案，行政院將向立法院提出覆議案，這也是民國37年行憲以來，行政院提出的第13次覆議案。而過去的覆議案，包含立法院通過廢止核四興建計畫、319槍擊事件真相調查特別委員會條例，以及公投法制定案等重大案件。

會計法修正案引發社會重大爭議，馬總統7號一早召集府院與立法院高層研商後，決定由行政院向立法院提出覆議案，這是民國37年以來，行政院提出的第13次覆議案。

參照以往的案例 我們也是在考慮

尤其是平等的這個部份

我們認為它是一個很重要

窒礙難行的 一個主要的理由

回顧過去行政院提出的歷次覆議案，第一件就是民國37年，行政院針對省政府組織法第4、7、14條修正案，提出覆議，當時時局突然變化，而成為懸案；85年立法院通過廢止核四廠興建計畫，行政院覆議案通過，核四續建；91年的財政收支劃分法修正案，覆議案通過；92年的公民投票法制定案，立法院就覆議案，決議原決議予以維持，因此政院覆議案沒通過；而93年轟動全台的319槍擊事件真相調查特別委員會條例，覆議案也沒通過，12次的覆議案中，有4次通過，1次原決議案失效，其他有的不通過，有的遭到行政院撤回覆議案，也有因為時局變化而成為懸案。這次會計法修正覆議案，由於朝野黨團一致表達支持，預料將可順利通過。

曼德拉入院 白宮關切

（法新社加州幻象農場8日電） 反種族隔離政策英雄、南非前總統曼德拉（Nelson Mandela）肺部感染住院，美國白宮今天發表聲明，祝曼德拉早日康復。

曼德拉下個月滿95歲。他日前被送往普勒托利亞（Pretoria）1家醫院，這也是他7個月來第4度入院。發言人說，曼德拉的情況「嚴重但穩定」。

美國國家安全會議（NSC）發言人海登（CaitlinHayden）表示：「曼德拉養病期間，我們會惦記著他，並替他、他的家人和南非祈禱。」

美國總統歐巴馬正結束與中國大陸國家主席習近平為期兩天的非正式會談。歐巴馬經常稱曼德拉為勵志人物。（譯者：中央社張詠晴）
