| 教部：師摑學生 無關十二年國教

（中央社記者陳至中台北27日電）台中市傳出國中導師掌摑學生，學生擔心德行被扣分，影響免試入學成績，敢怒不敢言。教育部指出，教師體罰就不對，與十二年國教沒有關係。
教育部國民及學前教育署副署長黃新發表示，該名教師情緒失控，不當處罰學生，將會依程序懲處。
媒體報導該新聞時，指十二年國教免試入學「超額比序」中有「德行表現」成績，學生擔心被老師報復，影響升學分數，被體罰後敢怒不敢言，「寧可被打，不願扣分。」
然而，根據「中投區免試入學超額比序項目」，所謂的「德行表現」指社團和服務學習，而非操行成績；記過紀錄也是項目之一，但沒被記過、以及銷過後無紀錄，都能得到滿分6分。
黃新發並說，學校記過、懲戒，都必須經過一定程序，不是任何一個導師說的算。1020627

| 歐盟峰會 允塞爾維亞入盟談判

歐洲聯盟高峰會今天同意與巴爾幹半島國家塞爾維亞展開加入歐盟的協商，首場政府間會議將於明年1月召開。
歐盟27個會員國與將在7月1日加入歐盟的克羅埃西亞，共28國領袖於昨天、今天出席在布魯塞爾舉行的高峰會。
歐盟輪值主席國愛爾蘭總理肯尼（Enda Kenny）、歐盟理事會主席范宏畢（Herman Van Rompuy）及歐盟執委會主席巴洛索（Jose Manuel Barroso），下午舉行記者會說明成果。愛爾蘭在峰會後卸任輪值國主席。
范宏畢表示，高峰會同意與塞爾維亞展開加入歐盟的協商，首場政府間會議將於明年1月召開。另外會中也通過與科索沃的「穩定與聯合協定」（SAA）協商授權，並在近期前往科索沃首都普里斯蒂納（Pristina）及塞爾維亞首都貝爾格勒（Belgrade）。

| 華原朋美甩藥癮 今秋開個唱

【蘇威全╱綜合報導】38歲日本女歌手華原朋美昨在東京為翻唱專輯《DREAM-Self Cover Best-》宣傳，現場開心宣布將在今年秋天舉行個人演唱會，目前確定時間、場次還未定，她開心地表示：「太令人興奮了，現在開始要加緊鍛鍊體力才行。」
她擺脫藥癮，去年11月重返歌壇，今年先推出翻唱新單曲《悲慘世界》，展現她鍛鍊多時的嗓音，獲得不錯評價。她說：「重新起步的日子才開始沒多久，我發誓一定會一步步地克服難關。」
