| 未來歐盟銀行紓困 將嚴格把關

〔編譯盧永山／綜合報導〕歐盟財長週四凌晨就銀行紓困新規範達成協議，未來銀行需要紓困時，股東、債權人和大型存戶將得負擔起紓困責任；只有面臨特殊情況，才能動用納稅人的資金紓困。
這項協議是歐洲建立所謂銀行聯盟的重要一步，有助於面臨衰退的歐元區恢復金融和經濟穩定，對週四稍後於布魯塞爾開會的歐洲領導人而言，無疑打了一劑強心針。
荷蘭財長戴松布倫表示：「這是從公共資金、納稅人回到金融部門的重大轉變，金融部門現在得對自己的問題負起更大的責任。」
根據這項協議，若一銀行需要紓困時，債權人和股東須先承擔損失，若他們仍無法拯救銀行，存款逾10萬歐元（13.2萬美元）的小企業和存戶，也得承擔損失。
投資人被迫接受的損失最高將占銀行總負債的8%，在投資人承擔損失之後，歐盟會員國政府才能夠動用國家紓困基金來彌補部分損失，這類紓困基金可承擔銀行總負債的上限為5%。
根據協議，歐元區會員國在特殊情況下可以向規模5000億歐元的歐洲穩定機制（ESM）申請援助，由ESM直接向問題銀行注資。
這項協議旨在防範未來銀行業爆發危機，也希望平息很多歐洲國家以龐大公共資金紓困所引發的憤怒聲浪。這項協議仍須獲得歐洲議會通過才能實施。
