| 母血篩檢胎兒性別 全面禁止

為防國內男女嬰性別失衡，衛生署將全面禁止採母血篩檢胎兒性別！衛生署副署長許銘能表示，為從源頭加強管理，衛生署將進一步公告，禁止「採母血進行性聯遺傳診斷」，杜絕醫師再以遺傳篩檢名目，私下違法篩選胎兒性別，新規定最快兩個月內公告施行。
自然情況下，男女嬰出生性別比應為一．○六，亦即一百個女嬰出生，就應有一○六個男嬰報到，但國內男女嬰出生性別比長期失衡，去年降到一．○七四創下廿五年來新低，但今年一至五月又微幅爬升至一．○八，隱含不少女嬰在傳統「重男輕女」觀念下遭到墮胎。
此外，國民健康局監控國內出生性別也發現，第三胎的出生性別比，比起第一胎、第二胎性別明顯傾向男嬰，在現代人生得少的情況下，此一現象隱藏許多人為了「拚一個兒子」生第三胎，性別選擇情況也更嚴重。
許銘能表示，現行法規雖已明令禁止採母血篩驗胎兒性別，但為加強源頭管理、杜絕非法篩選性別，衛生署昨天召開跨局處工作會議，初步共識把「採母血進行性聯遺傳診斷」也列為違法項目，但公告細節仍待與各界進一步討論。
許銘能指出，目前性聯遺傳篩檢還可透過抽羊水、驗絨毛等方式進行診斷；另對擁有性聯遺傳診斷能力的醫療院所、檢驗單位，食品藥物管理局也將發函請地方衛生單位加強清查，醫療院所診斷性聯遺傳的儀器、試劑是否辦理查驗登記，盼也藉此揪出不法。
國健局長邱淑媞表示，工作會議決議是希望從稽查試劑、儀器查驗登記和醫師行為著手，防堵各種可能的性別篩選死角，以免再有醫師打著性聯遺傳疾病檢查為招牌，違法鑑定胎兒性別，成為管理漏洞。
許銘能強調，性別篩檢是目前法律明令禁止的醫療行為，若有醫師違法為孕婦鑑別胎兒是男是女，依據《醫師法》將面臨最高五十萬元罰鍰，並得限制執業範圍、停業一個月以上、一年以下；情節重大者，甚至可廢止醫師證書。
邱淑媞表示，若未來源頭查獲可疑事跡，就將往下游追查，也希望從源頭管理，減少後端接生醫師困擾。她也強調，除可依《醫師法》予以處分，若查獲違法性別篩選並墮胎，可移請檢方偵辦墮胎罪嫌。
