| 市民繳罰金市長領獎金 胡志強：捐公益

台中市議員質詢指出，環保局罰鍰收入編有工作獎金，除了基層人員，市長副市長秘書長都有份，質疑市民繳罰金，市長領獎金，兩年入賬二十七萬，影響社會觀感。胡志強表示，早說過一概不領，業務單位卻沒有落實，他會將過去兩年的獎金，全數捐做公益，也要求改進，從下而上發放獎金，多照顧基層人員。(寇世菁報導)
針對台中市環保局罰鍰獎金分配，議員砲轟市民繳罰金，市長領獎金，不只基層人員稽查人員可以領取，市長副市長秘書長都有份，甚至長官領的比基層人員多，市長兩年入賬二十七萬，影響社會觀感。市長胡志強四號接受媒體訪問表示，以前就說過自己一概不領，去年底發現環保局在縣、市合併後，這兩年撥發獎金也進他的帳戶，已交代不要再撥款，因此今年一月一號起，他就沒有領環保罰鍰獎金，胡志強說，會將過去兩年的獎金捐出來全部做公益。
針對議員建議檢討環保罰鍰獎金分配，胡志強表示，早就交代市府各單位，市長一概不領獎金，並指示環保局檢討獎金分配，改由下而上，徹底落實，用心多多關照基層的人員。

| 受大盤拖累 台積電貼息

台積電除權息大秀登場，受到大盤重挫的拖累，填息行情失靈，台積電股終場收在平盤107元，未能滿足投資人對填息的期盼。台股今天總共有包括葡萄王、台積電、創見、陞泰等8檔股票辦理除權除息交易，台股開盤自然蒸發29點，其中，台積電是台股最大權值股，它的除權息對指數的影響28點最大，台積電除權息後發行市值也會減少大約777億元。
昨天台積電股價奮力向上，頗有為除權息秀暖身的味道，今天台積電開盤後卻走勢疲弱，也使得大盤欠缺支撐力道。台積電今年配發近3元現金股息，除息參考價是107元，市場之所以對它的除權息表現有高度期待，主要是因為它的產業景氣透明度相當不錯，董事長張忠謀在先前的法說會中已對營運展望掛保證，有基本面的加持，本該有利股價表現。台積電又是台股第一大龍頭股，今天貼息的演出為後續除權息的電子股憑添變數。
