摘要：花蓮縣大興村的鐵路陸橋左側，原本有3棵樹齡30年的苦楝樹，許多村民，從小看著這3棵樹長大，有濃厚感情，不過這3棵樹，卻遭到鐵路局人員砍斷2棵，讓地方民眾氣得跳腳，批評鐵路局的手段太粗糙。要求賠償，「以樹換樹」，至少要年齡相近的苦楝樹，種回原位。

| 台凍結措施 受累菲勞逾萬

（中央社記者林行健馬尼拉9日專電）台菲漁務糾紛，菲律賓政府遲未宣布廣大興案調查結果，致使台灣持續凍結菲勞，直接受影響的菲勞粗略估計已經逾萬，勞工不滿情緒逐漸升高，開始對菲國政府形成壓力。
菲國民間移工事務顧問蓋斯拉尼（EmmanuelGeslani）在1份聲明中指出，因廣大興案而滯菲的勞工已逾1萬人，他們多已在台灣有3年工作經驗，合約於今年5月至6月間到期。
蓋斯拉尼說，他們多獲雇主續聘，但漁務糾紛迫使他們無法返台，成為菲國400萬名失業人口當中的1員。
5月9日，菲律賓海岸防衛隊執法人員在台菲重疊海域射殺了台灣漁民洪石成，中華民國政府因菲方處理態度「輕率敷衍」，宣布自5月15日起凍結聘雇菲勞。
蓋斯拉尼形容菲勞是台菲外交緊張的「連帶受害者」（collateral damage），並稱愈來愈多的台灣雇主已將工作訂單（Job Order）轉發給其他東南亞國家。
菲國政府稍早前指出會為返國的台灣菲勞尋找其他出路，但蓋斯拉尼認為這是不實際的想法。
蓋斯拉尼舉例說，韓國今年只提供菲國7000個菲勞工作名額，且他們需要的勞工種類，菲國難以提供；中東地區是菲國最大勞工市場，但當地沒有電子工廠或製造工廠，馬來西亞雖有電子及組裝工廠，但規模遠不如台灣。
他補充，台灣官方提供的薪資與福利，是其他國家難以相比的。
上周，菲國眾議員謝涅瑞斯（Roy Seneres Jr.）在馬尼拉接到近100名菲勞代表的陳情，呼籲菲律賓總統艾奎諾三世儘速妥善處理台菲漁務糾紛，解除他們所陷入的困境。
菲律賓國家調查局早在6月11日將廣大興案調查報告呈交總統府馬拉坎南宮，迄今已有1個月之久，但馬拉坎南宮卻遲未宣布調查結果。
中華民國駐菲代表處政務組長林東亨今天向菲國電視台說，只要菲方正面回應懲凶、道歉、賠償及啟動漁業協議談判等4項嚴正要求，台灣即可解除制裁措施。1020709
