| 軍審法三讀未公布 洪家怨「原地踏步」

軍事審判法8月6日三讀通過後，已經過了5天，但總統馬英九還沒公布，因此還不能生效，這點再次引起洪家人和律師團不滿，因為軍檢起訴後，軍法院卻不讓律師團閱卷，眼看著總統出訪，再回台灣已經是12天，新版軍審法不公布，案件管轄權就沒辦法轉移到一般司法審判，一再拖延，讓整個案子就像是在原地踏步。
洪仲丘姊姊洪慈庸：「請總統出國前能盡快公布(軍審法)。」
洪家大姊請馬總統盡快公布三讀通過的軍審法，因為案子沒有移到一般司法審理，家屬一天都沒辦法安心。
洪仲丘爸爸洪吉端：「你(馬總統)如果真的關心這件事，真的想讓它盡早落幕的話，在你出國前就應該公布了，對不對？如果你都不公布，你是存什麼心態？」
洪家人不懂，當初馬總統口口聲聲說要幫忙討公道，但為什麼軍事審判法明明早在8月6日就三讀通過，過了5天都沒公布，眼看總統出訪，再回台已經是12天後，家屬不知道案子還要拖多久。
洪慈庸：「到目前為止，就是我們的律師團跟所有的被告律師團，一個字都還沒有閱到，(軍法院)不趕快把管轄權交出去，這個案件就一直停在這，然後你也不讓我們閱卷，那軍檢提出抗告也沒有用，那這些動作就一直在原地踏步。」
洪家人說，更難接受的是，軍檢8月2日起訴後，已經過了10天，律師團卻沒辦法閱卷，釐清疑點，馬總統出訪，也沒有再對洪案或是軍審法回應。
但總統府表示，目前還沒收到立法院的函，但原則上總統人在海外，還是可以公告法案，不過這是一般法令通則，並不是針對軍審法。

4G行動寬頻執照競標面試今（12）日登場，由國家通訊傳播委員會（NCC）所授權組成的審核小組與業者進行面談，目前共有7家業者搶照，NCC明日將對外說明面談狀況。
NCC表示，每家業者分別有20分鐘的報告、20分鐘問答時間，面試題目主要包括營運規劃、欲提供的新興服務、涵蓋率、服務品質、技術架構規劃、經營挑戰準備、財務等。
今日第一場面談在12時45分舉行，由台灣之星（頂新集團1201）率先登場，13時30分為新纖（1409）旗下的新建公司，14時20分是亞太電信（3682），15時5分輪到遠傳（4904），16時5分台灣大（3045），16時50分中華電（2412），17時40分國碁電子（鴻海集團2317）。
合格競標業者名單預定在15日前公布，26日則有一場「模擬考」，讓業者進行模擬競標，9月3日舉行競價作業，12月底前完成整個釋照作業。
NCC指出，此次釋照作業共計釋出700、900及1800MHz等3個頻段之270MHz頻寬，是我國自85年推動電信自由化以來，單次釋出頻率資源規模最大的一次，也是近年來行動通信服務市場最受囑目的事件之一，將影響著我國往後數10年間之電信服務市場。
