總統馬英九13日訪問加勒比海友邦海地共和國，並參加海地最高法院大樓動土典禮。這棟大樓由我國耗資4.7億台幣重建，雖外交部澄清與本次總統出訪並無任何關聯，但國民黨、民進黨、台聯都有立委質疑「凱子外交」。

海地最高法院新辦公大樓在2010年元月的大地震中被震毀，今動土重建，海地總統馬德立（Michel Joseph Martelly）感謝台灣支持海地，提供近1600萬美元援助，預計兩年完工，並由台灣海外工程公司（OECC）建造。

馬總統致詞表示，他是兩國建交以來，首位來訪的中華民國總統，在雙方建交達57年的歷史中，彌足珍貴。

外界質疑，海地前年宣布募得的2.6億美元災後重建金額，用途即包括重建最高法院，但我國7月卻又與海地簽備忘錄，承諾捐4.7億台幣協助重建。

外交部日前澄清說，國際上雖有若干國家承諾捐款援助重建，但資金多未到位，我媒體報導所稱我協助海地重建最高法院大樓海方重複募款，絶非事實。 (接下一頁)
